The reason this being is that the engine The Sims 3 runs on is optomized for 60fps and under so limiting the fps to 60 or under will improve the games overall performance.
Making the game recognize newer GPU models will benefit in less lag spikes when using CREATE A SYLEIN GAME UI and general GAMEPLAY performance since the game will use the newer cards benefits since its knows the cards model.
